Alfredo Ramos was an illegal Mexican immigrant who had three prior criminal convictions for alcohol. That was before he climbed behind the wheel of a car with a blood alcohol level of 0.24 and killed Alison Kunhardt, 17, and Tessa Tranchant, 16. Here is the human toll of illegal immigration.
