		<description>I&#039;ve been putting a lot of these pieces together (both in my head and on paper), and I&#039;m coming to the same conclusions as you have.  However, I believe you left out one contributing factor.

If you want to have an easier time convincing the public that carbon limits and taxes are okay, you have to get less Americans driving high-carbon emitting vehicles.  Ergo, Cash for Clunkers...destroy the majority of inefficient cars and less people will raise opposition based on that point.</description>
